Territory with a rich historical_combative and militia tradition, Jovellanos was a pioneer in the consolidation of what would later constitute the basis of the territorial structure and its defensive system, which the country assumes in the interest of national defense: Defense Zones (ZD ).
The country immersed in the development of the Strategic Exercise «Bastion 83» arrived in this central municipality on the morning of June 22 of that same year, the Commander in Chief, Fidel Castro Ruz, together with the then Minister of the Revolutionary Armed Forces and Army Corps General, Raúl Castro Ruz, the then First Secretary of the Provincial Committee of the Communist Party of Cuba in Matanzas, Esteban Lazo Hernández, other members of the Council of Ministers, as well as an invited delegation from the sister Republic of Nicaragua, to In this way, leave the first Defense Zone of the province and the country constituted.
During the tour of the territory covered by the recently created ZD-05, the Commander-in-Chief and the large delegation that accompanied him were able to see how its members, by carrying out a demonstrative exercise, not only prepared to defend the municipality, but also, according to the Fidel himself, «… fight even in the conditions of an invaded and occupied country, and in any circumstance continue production and ensure subsistence, taking advantage of all local resources, adopting different methods of guerrilla and clandestine struggle until the enemy desists from his attempts or completely annihilate him…
The visit of our Commander in Chief undoubtedly constituted a stimulus and commitment for the people of Jovellan, since this ZD was turned into a model and the experience was generalized for the rest of the country, due to the fact that the concept of War of All the People materialized in it. .
Four decades later, these Defense Zones have proven to be a powerful unifying instrument for all the factors involved in national defense and an element capable of mobilizing the masses and defeating enemy activity. Likewise, in the face of various types of disasters, they have often demonstrated in practice their high effectiveness in Civil Defense tasks. This autochthonous component of the Territorial Defense System, since its widespread emergence in the country in 1984, has been a decisive piece of the original solutions applied in the defense of the country.
